2019 International Conference on Industry-University-Research-Application Cooperation (Harbin) Is Held in HIT

HIT News (SHANG Yankai/Text Xinran/photos) In order to build a new pattern of international cooperation and exchange on industry, university, research, and application between China and Russia, and to promote national and regional innovation-driven development, the 2019 International Industry-University-Research-Application Cooperation Conference (Harbin) was solemnly opened on the morning of June 15 under the guidance of the Ministry of Education of China and Heilongjiang Provincial Government, sponsored by the School Planning and Construction Development Center of the Ministry of Education and held by the Heilongjiang Provincial Education Department, HIT, and Heilongjiang University. More than 200 experts and scholars from over 80 universities, research institutions, and enterprises in China, Russia, Ukraine, Belarus and other countries attended the conference, focusing on frontier scientific and technological fields including artificial intelligence, big data, and new materials for in-depth discussion and exchange. A number of cooperation agreements were reached between Chinese and Russian universities, research institutions, and enterprises.

SUN Yao, vice minister of the Ministry of Education, and WANG Yongkang, deputy governor of Heilongjiang Province and member of the standing committee of Heilongjiang CPC Provincial Committee, attended the opening ceremony and delivered speeches. ZHOU Yu, Chinese permanent chairman of the China-Russia Federation of Engineering Universities and president of HIT, presided over the opening ceremony. Korshunov, Russian executive director of the China-Russia Federation of Technical Universities and vice president of the Bauman Moscow State Technical University, delivered the congratulatory message to the meeting from Alexander Rove, Russian chairman of the Federation and president of the Bowman State Technical University.

In his speech, SUN Yao pointed out that since last year, when the first International Conference on Industry-University-Research-Application Cooperation was held in Harbin, Chinese and foreign universities and enterprises have carried out pragmatic cooperation in relevant fields and achieved fruitful results. This year marks the 70th anniversary of the establishment of diplomatic relations between China and Russia, and the International Conference on Industry-University-Research-Application Cooperation is once again held during the Sino-Russian Expo and Harbin International Economic and Trade Fair, which is of great and far-reaching significance. With the background of the new round of global scientific and technological revolution and industrial reform, universities shoulder the important mission of cultivating high-level scientific and technological talents and promoting global technological innovation and progress. It is hoped that Chinese and foreign universities, research institutions, and enterprises will carry out more in-depth cooperation in personnel training and transformation of achievements. They are hoped to implement the cooperation consensus reached between President XI Jinping and the heads of state of Russia, Ukraine, and Belarus, and better contribute to the Belt and Road Initiative and the building of the community with a shared future for mankind.

WANG Yongkang pointed out that Heilongjiang Province, as the frontier and link of China's comprehensive cooperation with Russia, has geographical, industrial, and cultural advantages in carrying out exchanges and cooperation with Russia, Ukraine, and Belarus, and has a solid foundation for cooperation in education, economy, trade, science and technology, and culture. It is hoped that experts and scholars at home and abroad will take this conference as a platform to further strengthen exchanges and cooperation, learning from each other and realizing resource sharing, talent exchange, academic symbiosis, and cultural resonance for more wisdom and vitality toward the creation of a new situation of international cooperation in industry, university, research, and application. Heilongjiang will give full play to the prominent role of universities in the transfer and transformation of scientific and technological achievements, actively guiding all major colleges and universities in the province to quickly integrate into the general trend of scientific and technological innovation and deep integration of industry, university, research and application, to deepen international scientific and technological exchanges and cooperation, and to promote complementary advantages and win-win development of all countries.

CHEN Feng, director of the School Planning and Construction Development Center of the Ministry of Education, presided over the signing and launching ceremony. Chinese and Russian universities, research institutes, and enterprises have reached five cooperation agreements on the training of high-level professionals, the construction of high-level research and development platforms, the transformation of high-tech achievements, and industrialization. According to the agreement, the Sino-Russian Federation of Engineering Universities and Huawei Technology Co., Ltd. will jointly build the “ASRTU Sino-Russian Intelligence Valley” project; HIT will cooperate with the Bauman Moscow State Technical University in Moscow and the Moscow Institute of Physics and Technology to co-found the ASRTU Sino-Russian Joint Research Center on Artificial Intelligence. The Joint Research Center on Information Security between China and Russia will be established by HIT in cooperation with Moscow Institute of Iron and Steel Alloy and Antian Laboratory. The Joint Research Center on Advanced Materials between China and Russia will be established by HIT in cooperation with Bauman Moscow State Technical University in Moscow and Kazan State University of Technology. Besides, HIT will cooperate with Haiying (Harbin) Titanium Industry Co., Ltd. to promote the Haiying Harbin Titanium Landing Project.

Participants jointly launched the “ASRTU China-Russia Intelligence Valley” project. The ASRTU China-Russia Intelligence Valley aims to give full play to the advantages of universities in the China-Russia Alliance of Engineering Universities, highlighting the characteristics of Russia. For countries along the Belt and Road, it will build platforms and channels to allocate global innovation resources. It will lead and expand scientific, technological, and people-to-people exchanges between Europe and Asia. It is committed to building three platforms: the ASRTU China-Russia Youth Innovation and Entrepreneurship Competition Platform, the ASRTU High-end Joint Scientific Research Platform, and the ASRTU School-Enterprise Science and Technology Industry Platform around the three major functions of youth innovation and entrepreneurship, cutting-edge collaborative innovation in science and technology, and international technology transfer and achievement transformation.

Academician ZHOU Yu, Gavrilov Alexander, associate professor of Bauman Moscow State Technical University , WANG Chenglu, president of Huawei's Consumer BG Software Division, Gilimutkinov Alibert, president of Kazan National University of Technology, ZHANG Liangliang, chief autopilot scientist of JD.com (Logistics) Group, and Bultsev Mikhail, director of Neural Networks and Deep Learning Laboratory of Moscow Institute of Physics and Technology gave presentations. The three-day meeting was divided into two sub-venues respectively focusing on new materials, artificial intelligence, and big data. Experts and scholars from Chinese and foreign universities, scientific institutions including HIT, University of Science and Technology of China, Zhejiang University, Bauman Moscow State Technical University, Belarus State University, Ukrainian Research Institute of Materials, and enterprises including Huawei, Baidu, Tencent, and Phoenix Satellite TV will discuss and exchange views on relevant fields for cooperation on the transformation and application of scientific and technological achievements.
